The Department of International Relations was established in 2009, on the 25th anniversary of the Council for the Preservation of Heritage Sites in Israel, at the initiative of Prof. Saadia Mandel, who served as its chairwoman in its early years, and with the approval of the Council’s management. Tamar Tuchler, the Tel Aviv District Manager, was appointed to the position of director of the department. Over the years, she has led a number of international collaborations and projects in the field of preservation and cultural heritage. In 2012, Shmuel Ben Tovim, who served as the economic attaché at the Israeli Embassy in London, was elected as the new chairwoman of the department
The International Relations Department was established with the aim of expanding professional knowledge in the field of conservation in all its aspects and exposing the activities of the Council for the Preservation of Heritage Sites in Israel to professionals and conservation organizations from abroad. The department is accompanied by a public committee of professionals and experts with experience and professional connections with representatives of organizations and institutions around the world
With the assistance of the committee, several projects and initiatives were promoted, including a research project on site conservation policy in collaboration with the University of York in England, in which an intern from the American federal authority was hosted in Israel; promoting working relationships with conservation centers in Paris, France, and Leuven, Belgium, and with conservation organizations from Germany (including a school for construction professions from Berlin), Malta, the Netherlands, the United States, and more
In addition, the department initiated the participation of representatives of the Council for the Preservation of Heritage Sites in Israel in international conferences, worked to send professional delegations abroad, hosted diplomats and foreign delegations from abroad, promoted conferences and training courses in the field of preservation with preservation experts from around the world, and established contact with the diplomatic corps in Israel in order to integrate it in promoting preservation projects
The department works in collaboration with other institutions and organizations in Israel to hold seminars, exhibitions, and professional workshops, including ICOMOS Israel, the Israel Antiquities Authority, the Technion, Bar Ilan University, Bezalel, Tel Aviv University, the Tel Aviv Municipality, and more
