The neighborhood was founded in 1935 by two pairs of brothers – Shabtai and Ya’akov Miron Mirenbrug and Shimon and Zvi Yavetz, who were the owners of the Bank of Agriculture and Construction in Eretz Israel Ltd. Agrobank. In 1934, they began purchasing land in an area then called “the Sands of the South.” The neighborhood was planned by the architects Jacob Schiffman (Ben-Sira) and Joseph Rings. When planning the site, the architects envisioned a modern, high-quality Jewish neighborhood. The Bank financed the preparation for the infrastructure, and for paving the roads and sidewalks, installing the street lighting, and planting the trees. When the preparatory work was finished, the bank began selling the lots. At the center of the neighborhood, spacious squares were planned. At the western end of the neighborhood, which today includes both sides of Shenkar Street, a commercial and industrial center was planned. At the heart of the neighborhood a public area was planned; now it is occupied by the Shenkar School and the Great Synagogue. Throughout its early years, the neighborhood was managed by a residents’ committee. On June 19, 1940, in compliance with the order of the British governor of Palestine, Agrobank was united with the four other neighborhoods of Holon (Green, Moledet, Kiriyat Avoda and the Am neighborhood), and the local council of Holon was established
